ALARP, representing as low as reasonably practicable, defines the principle requiring risk reduction to a level where further reduction becomes grossly disproportionate to the effort, cost, or time required. The concept never implies minimal effort. The standard demands maximum feasible engineering effort.
The mechanism defines the strict legal and ethical threshold for tolerable industrial risk. The term exists to force explicit professional judgement under extreme uncertainty. Zero risk remains rarely achievable within complex energy systems.
ALARP requires a heavily documented comparison of alternatives, proving the operation executed everything reasonable to prevent catastrophic harm before formally accepting residual risk. Supply chains frequently misuse the term as a stopping excuse. Declaring a severe risk ALARP without empirical evidence, rigorous costbenefit analysis, or serious consideration of safer alternatives strips the term of legal validity.
The failure exposes decisions to immediate regulatory challenge and litigation. Applied correctly, ALARP supports highly transparent, legally defensible decision-making. Applied poorly, the concept conceals operational laziness behind technical language to justify aggressive cost-cutting.
