Compliance defines the absolute state of meeting all applicable statutory obligations, international permit conditions, and enforceable regulatory requirements across global markets. The framework functions exclusively as a binary legal threshold. The industrial sector either operates fully within the law, or functions illegally.

Partial compliance remains a legal fiction; regulatory bodies interpret partial adherence strictly as non-compliance. Once an industrial operation, including semiconductor manufacturing, exceeds specific volume or chemical discharge thresholds, compliance becomes immediately mandatory without corporate discretion. Liability resides permanently with the primary duty holder.

Severe regulatory exposure extends directly to executive management where systemic negligence or consent appears definitively proven. Evidence of compliance demands rigorous documentary verification. Valid operating permits, continuous emissions monitoring records, and standardized inspection logs demonstrate adherence.

True compliance secures the fundamental legal license required to continue operating within the highly regulated global economy today.

There is no such thing as 'partially compliant'; that is just 'non-compliant'.
