Regulatory frameworks require monitored indicators demonstrating environmental harm avoidance, reduction, or restoration relative to strict baseline conditions. Without rigid baseline definition, continuous monitoring measurement, and rigorous regulatory comparison, environmental impact remains unverified exposure.
Market regulators increasingly penalise operators substituting procedural paperwork for physical environmental protection across global supply chains.
