Significance represents the strict threshold separating noticeable disturbance from critical environmental damage. The concept describes the relative importance of an impact when measured against defined criteria including scale, duration, sensitivity, and reversibility. Significance functions as the filtering mechanism used to decide which impacts demand active control and which remain tolerable.

In formal decision frameworks, significance operates as a prioritisation gate. The mechanism determines exactly where limited capital and regulatory attention must focus. By applying consistent, quantified criteria, decisions move away from intuition toward defensible professional judgment.

The filter prevents the resource drain of managing trivial issues while critical catastrophic risks go unaddressed. Systemic failure emerges when criteria remain vague, inconsistent, or undocumented. When impacts are labelled significant based on gut feeling rather than empirical data, prioritisation becomes dangerously subjective.
