Baseline

A baseline represents the quantified reference condition against which physical environmental change is measured. The concept defines the absolute starting state of performance before industrial intervention, ecological improvement, or systemic degradation occurs. A baseline is constructed through strictly defined boundaries, operational timeframes, and empirical measurement methods.
A baseline lacking declared scope or rigorous methodology functions as a theoretical estimate rather than a defensible baseline. Systemic integrity fails when baselines are inferred after physical action begins, retrospectively adjusted, or strategically replaced to improve apparent market performance. Altering the starting parameter after operations commence constitutes data manipulation.
A defensible baseline requires dated source data, heavily documented assumptions, and strict version control. Evidence must include formal meter records, physical inventories, ecological surveys, or approved regulatory baseline reports. In complex infrastructure systems, the baseline frequently outweighs the intervention itself.
If the baseline remains flawed, every subsequent calculation of reduction or ecological savings becomes mathematically invalid. Robust baselines resist administrative convenience, prioritising absolute empirical correctness over easily achievable corporate targets.
