A baseline year represents the specific reporting period selected to define the original environmental condition. The selection fixes the strict temporal reference for all future regulatory comparisons. The baseline year permanently anchors the data architecture across time.
All subsequent environmental data requires measurement using consistent boundaries, operational scope, and empirical methodology relative to the chosen year. Changing the reporting year fundamentally alters the comparison frame. Integrity fails when baseline years shift without public disclosure, or when markets selectively choose years featuring unusually high emissions to exaggerate subsequent improvement.
Recalculating historic performance using later data quality upgrades rewrites history rather than measuring physical change. The audit trail for a baseline year demands published regulatory reports, data freezes, formal governance approvals, and strict version histories proving the year was established once and applied consistently. Supply chains cannot shop around for a temporal reference framing current performance favourably.
The baseline year must represent a typical operating profile. Selecting a year featuring abnormal industrial inactivity, including a pandemic shutdown, creates a severely distorted performance target. The distortion renders responsible benchmarking mathematically impossible.
The temporal coordinate must remain permanently fixed.
The year is a fixed coordinate, not a moving target.
